A: Do you think criminal organizations are researching AI?

B: I don’t think so. Researching AI takes a lot of money, electricity and computer resources. The bad people don't want to show their existence.

A: So, they would be kind of easy to spot by the amount of energy they are using?

B: Yes, but bad actors and the government could join hands. The bad-oriented government can offer the resorces. It is possible to happen because AI is a strategic power, like military power. We can use AI to improve physical weapons like missiles or unmanned drones.

A: Unmanned drones, yeah.

B: It is a dangerous weapon because unmanned drones can kill important people directly. But the amount of energy and resources needed to do that would make it conspicuous to law enforcement. So it is difficult for criminal organizations to develop own AI without support of government.

A: Okay.

B: The main problem is if a bad country wants to develop their own AI, we cannot stop them.

A: But countries like North Korea don't have much electricity.

B: Yes, but in China, they have a lot of ways to develop a power plant.

A: You may know this picture.

B: Yes, it is a funny picture. But even in darkness area, there may be laboratories underground. It is to hide from the United Nations or maybe satellites.

A: U.S. satellites will watch it. Okay.

A：犯罪組織がAIを研究していると思いますか？

B：そうは思わない。AIの研究には、お金も電気もコンピュータのリソースもたくさん必要です。悪い人たちは、自分の存在を見せたくないんだよ。

A: では、彼らは使っているエネルギーの量で、ある種簡単に見破られてしまうということですか？

B：そうですね、でも悪徳業者と政府が手を結ぶことは可能です。悪意のある政府が資源を提供することができる。AIは軍事力のような戦略的な力を持っているので、起こりうることなのです。AIを使って、ミサイルや無人機などの物理的な兵器を改良することができるのです。

A: 無人機、そうですね。

B：無人機は重要な人物を直接殺すことができるので、危険な兵器です。でも、そのために必要なエネルギーやリソースの量から、法執行機関には目立ってしまう。だから、犯罪組織が政府の支援なしに独自のAIを開発するのは難しいんだ。

A：なるほど。

B: 一番の問題は、悪い国が独自のAIを開発しようとしたら、それを止めることができないということです。

A: でも、北朝鮮みたいな国は、電気があまりないんですよね。

B: そうだけど、中国では発電所を開発する方法がたくさんあるんだ。

A：この絵をご存知でしょうか。

B：そうですね、面白い絵です。でも、暗闇の中でも、地下に研究所があるかもしれませんよ。国連から、あるいは人工衛星から隠れるためにね。

A：アメリカの衛星が見ていますよ。なるほど。
