B: Yes, but bad actors and the government could join hands. The bad-oriented government can offer the resorces. It is possible to happen because AI is a strategic power, like military power. We can use AI to improve physical weapons like missiles or unmanned drones.
B: It is a dangerous weapon because unmanned drones can kill important people directly. But the amount of energy and resources needed to do that would make it conspicuous to law enforcement. So it is difficult for criminal organizations to develop own AI without support of government.
A: Okay.
B: The main problem is if a bad country wants to develop their own AI, we cannot stop them.
A: But countries like North Korea don't have much electricity.
B: Yes, but in China, they have a lot of ways to develop a power plant.
B: Yes, it is a funny picture. But even in darkness area, there may be laboratories underground. It is to hide from the United Nations or maybe satellites.
